This bill modifies the existing law governing how the Fair Political Practices Commission (FPPC) can work with local government agencies on campaign finance and government ethics laws. The bill expands the FPPC's existing authority by explicitly adding the power to conduct audits of local campaign finance and government ethics laws, in addition to its current abilities to provide advice, investigate potential violations, and bring administrative or civil actions. The bill removes previous requirements for the FPPC to report to the Legislature by January 1, 2025 and eliminates the automatic repeal of these provisions on January 1, 2026, effectively making these provisions permanent. Previously, the FPPC could only assume primary responsibility for administering and enforcing local campaign finance laws through mutual agreement with a local government agency, and this bill maintains that fundamental approach. The bill also removes specific provisions related to agreements with the San Bernardino County Board of Supervisors. Notably, the bill was passed with recognition of the Political Reform Act of 1974, which allows legislative amendments with a two-thirds vote in each legislative house, and the bill declares that it furthers the purposes of that original act.
