This bill modifies the composition of the San Diego Association of Governments (SANDAG) board of directors by changing how the San Diego County Board of Supervisors' secondary representative is selected. Currently, the county has two supervisors on the SANDAG board, with requirements about which districts they represent. The bill eliminates those district-specific requirements and instead mandates that the secondary representative be a resident of an unincorporated area of San Diego County, selected and potentially recalled by a majority vote of the county's community planning groups. The representative will serve a one-year term beginning January 1st, and an alternate representative will also be selected following the same process. The bill also allows for an additional second alternate to serve on the board if both the primary and first alternate representatives are unable to attend a meeting. If the Commission on State Mandates determines that implementing these changes will create additional costs for local agencies, the state will be required to reimburse those costs according to existing statutory procedures. Additionally, the bill makes some nonsubstantive changes to provisions describing the consolidation of transportation responsibilities in the San Diego region.
