This bill provides full-time deputy sheriffs and correctional deputies in the Calvert County Sheriff's Office (at the rank of major and below) with the right to collectively bargain for wages and employee benefits. Under the new law, these employees may form, join, or support a labor organization and select an exclusive representative to negotiate with the Sheriff and County Administrator. To be certified as the exclusive representative, a labor organization must have a petition signed by at least 51% of sworn deputy sheriffs at the rank of sergeant and below, which is then submitted to the Sheriff. If the Sheriff does not challenge the petition within 20 days, or if an arbitrator confirms the organization's support, the labor organization becomes certified. The parties must negotiate in good faith and aim to conclude negotiations in a timely manner to allow budget inclusion. Any collective bargaining agreement must be in writing, signed by designated representatives, and ratified by a majority of bargaining unit members, the Sheriff, and County Commissioners. Importantly, any additional funding required by the agreement is subject to County Commissioners' approval, and the bill explicitly prohibits correctional deputies from engaging in strikes. The legislation will take effect on October 1, 2025, and represents a significant expansion of labor rights for deputy sheriffs and correctional deputies in Calvert County.
