This bill establishes an Artificial Intelligence (AI) Evidence Clinic Pilot Program within the Administrative Office of the Courts to provide specialized expertise in evaluating electronic evidence potentially created or altered by AI. The program aims to help circuit courts and the District Court by engaging college and university students, recent graduates, faculty, and technology professionals to develop expert witness resources for cases involving AI-generated evidence. Prioritizing civil cases where parties lack legal representation or access to expert testimony, the program will operate through grants awarded to eligible higher education institutions. For fiscal years 2027 and 2028, the Governor may include a $250,000 appropriation in the annual budget, with no more than 20% allowed for administrative expenses. The bill includes a hold harmless clause to protect participating institutions against liability claims related to their AI expertise, except in cases of willful misconduct, gross negligence, or intentional tortious conduct. The program defines "artificial intelligence" using an existing definition from the State Finance and Procurement Article and is set to take effect on July 1, 2025.
