This bill modifies the membership of the Maryland State Board of Education to include two new types of members: an educational support professional and an administrator. Specifically, the bill adds one regular member who is a noncertificated, nonsupervisory public school employee (educational support member) and another regular member who is an administrator (such as a principal, assistant principal, or other administrative professional). Both new members will be elected by their respective professional groups and appointed by the Governor with Senate consent. Like the existing teacher member, these new members may attend and participate in executive sessions of the State Board but are prohibited from voting on matters related to appeals to the State Board. The new members will serve 4-year terms, consistent with other regular board members, and will help ensure that the State Board includes representation from different types of educational professionals actively working in public schools. The bill will take effect on July 1, 2025, allowing time for implementation of the new board membership structure.
