This bill establishes regulations for family councils in assisted living programs with at least 15 beds, creating a structured framework to protect residents' rights and improve their quality of life. A family council can be composed of residents' family members or individuals appointed by the resident or their family, and can initially be created and led by the assisted living program's owner, operator, or staff for up to 6 months before transitioning to leadership by a family council member. The bill requires assisted living programs to provide new and prospective residents with detailed information about the family council, including contact information for a current member, a description of the council's purpose, instructions for reviewing public files, and the ombudsman's contact details. Additionally, the program must respond in writing to any written communication from the family council within 14 calendar days and maintain both a public and regulatory correspondence file documenting these communications. The public file must redact individual resident identifiers and be available for review by residents, prospective residents, or their representatives during business hours. The legislation will take effect on October 1, 2025, and aims to enhance communication and advocacy for residents in assisted living programs.
