This bill requires institutions of postsecondary education in Maryland to submit an annual report on institutional debt to the Maryland Higher Education Commission by October 1st, starting in 2026. The Maryland Higher Education Commission is authorized to assess a civil penalty of up to $10,000 for institutions that fail to submit the report or knowingly include inaccurate information. Before imposing a penalty, the Commission must provide the institution with a notice of charges, an opportunity to correct deficiencies, and the option to request a hearing where the institution can defend itself. The bill emphasizes that no personal identifying information about students should be included in these reports, and the Commission is required to submit a summary report to the General Assembly by December 1st each year. The legislation will take effect on July 1, 2025.
