This bill requires members of boards of directors or officers of condominium councils and homeowners associations in Charles County to complete a specialized training curriculum about their governance responsibilities. Specifically, each board member or officer must successfully complete a training program developed by a recognized common ownership commission or an approved organization within 90 days of being first elected or appointed, or within 90 days of beginning a subsequent term for those already in office as of October 1, 2025. The training certificate will be valid for 3 years, and members must renew their certification by retaking the training when their certificate expires. The governing body must certify each member's completion, retain completion certificates, and report to the common ownership commission within 90 days of certification. If a member fails to complete the required training, the governing body may remove the individual from their position or invalidate their votes. The bill applies only to condominiums and homeowners associations located in Charles County and will take effect on October 1, 2025, providing board members and officers with a clear timeline for obtaining the necessary training to effectively manage their communities.
