This bill requires the Maryland Department of Health to conduct a comprehensive review of cost reports and related data submitted by nursing homes participating in the Maryland Medical Assistance Program (Medicaid). Specifically, the Department must analyze detailed financial information, including revenues allocated to nursing care services and salaries for various direct care staff such as certified nurse aides, registered nurses, licensed practical nurses, housekeepers, dietary workers, and in-house clerical staff who regularly interact with residents. The review will focus on understanding how nursing homes are allocating their resources across different categories of direct care personnel. Following this review, the Department is mandated to submit a report to the Governor and two legislative committees (the Senate Finance Committee and the House Health and Government Operations Committee) by October 1, 2025, and annually through 2029.
