This bill modifies the legal framework for county fair boards in Idaho by providing a process for advisory fair boards to transition to independent boards. Specifically, the bill allows an existing advisory fair board to petition the county commissioners to become a separate board that operates independently. To do so, a majority of the current advisory fair board members must sign a petition submitted to the county clerk, who will then publish a notice of a public hearing to be held between 3-6 weeks after the first publication. The fair board can be officially removed from its advisory status and become an independent board if the county commissioners vote in majority support and the fair board members vote with a three-quarters majority. The bill repeals the previous section of law related to county fair boards and establishes this new mechanism for transition, with the changes set to take effect on July 1, 2025, under an emergency declaration.
