This bill introduces two primary changes to New York's vehicle and traffic law: first, it modifies driver's license renewal requirements and second, it establishes a new task force to study the effects of aging on driving ability. For license renewals, the bill now requires that upon the seventh renewal, applicants must submit a physician's examination proving they are medically fit to operate a motor vehicle, with "fit" defined as having the physical and mental capacity to drive safely. The task force members will serve without compensation but will be reimbursed for expenses, and they are required to report their findings and recommendations to the governor and legislature within one year of the act's effective date.
