Bill Summary

This act would allow the attorney general to enter in agreements with other states to recognize a concealed handgun permit as valid. This act would authorize the State of Rhode Island to recognize and honor a concealed weapon permit from out of state provided the license holder is twenty-one (21) years of age or older, the reciprocal state or county provides a means of twenty- four (24) hours instantaneous verification, the permit holder has in their immediate possession the valid out of state permit along with a state issued photo identification and the individual is subject to the same laws and restrictions with respect to carrying a weapon as a resident of Rhode Island. Further, any active duty law enforcement officers having a government issued identification card would have the right to carry a concealed firearm within the State of Rhode Island. This act would take effect upon passage.

AI Summary

This bill amends Rhode Island's existing firearms law to establish a reciprocal concealed carry permit system that allows out-of-state permit holders to legally carry a concealed handgun in Rhode Island under specific conditions. The bill authorizes the attorney general to enter into agreements with other states to recognize concealed carry permits, and outlines detailed requirements for such recognition. To be valid, an out-of-state permit holder must be at least 21 years old, have a permit from a state that can provide instant 24-hour verification of the permit's validity, carry both the permit and a state-issued photo ID, and comply with Rhode Island's firearm laws and restrictions. Additionally, the bill extends the right to carry a concealed firearm to active-duty law enforcement officers from other states who possess an official government-issued identification card. The provisions are designed to provide a clear framework for interstate recognition of concealed carry permits while maintaining safety standards and legal oversight. The bill will take effect immediately upon its passage, potentially expanding concealed carry rights for non-resident permit holders in Rhode Island.
