This bill amends the vehicle and traffic law to limit the number of tolls that can be charged on trucks entering New York City's central business district. Currently, the Triborough Bridge and Tunnel Authority has the power to establish variable tolls for vehicles entering the central business district, with the goal of reducing traffic congestion and funding capital projects for the Metropolitan Transportation Authority (MTA). The bill specifically adds language to prevent trucks (as defined in section 158 of the vehicle and traffic law) from being charged more than once per day when entering the central business district, in addition to the existing limitation on passenger vehicles. The tolling system is designed to generate revenues for the MTA's capital program, with the aim of funding fifteen billion dollars of capital projects for the 2020 to 2024 period. The bill will take effect 60 days after it becomes law, providing a standard implementation period for the new tolling restrictions.
