This bill establishes a comprehensive framework for residential building standards in Alaska, primarily through the creation of a state residential building code and the formation of an Alaska State Residential Building Safety Council. The legislation requires general contractors to obtain a residential contractor endorsement, which now includes demonstrating knowledge of the state residential building code through an examination. The bill adopts the 2018 International Residential Code as the minimum standard for residential structures with one to four units, to be administered by the Alaska Housing Finance Corporation. Municipalities are given the flexibility to adopt alternative nationally recognized building codes if they determine it serves their local interests. The bill creates an 11-member Advisory Council composed of contractors and building code experts who will provide independent analysis and recommendations for developing and updating the residential building code. Notably, the bill includes exemptions for owner-built homes and recreational cabins, and allows for the use of load-bearing dimensional lumber graded under Alaska law. The new regulations will apply to new buildings constructed on or after January 1, 2026, and aim to improve residential building safety and construction standards across the state.
