This bill establishes the "Every Mom Matters" program, which creates a state-funded support system for pregnant women, new parents, and adoptive parents in Kansas. The program will be administered by the state's Department of Health and Environment and will provide a wide range of services through nonprofit contractors, including medical information, healthcare access assistance, adoption resources, life skills education, job training support, and referrals to federal and state benefits programs. Eligible participants must be Kansas residents and include biological parents of unborn children, adoptive parents of children under one year old, or parents of teenagers who are pregnant. Participants can receive support services for up to two years if they have a live birth, six months after a miscarriage or stillbirth, or 15 days following an induced pregnancy termination. The bill specifically excludes abortion providers from being eligible contractors and requires monthly and semi-annual reporting on services provided, with strict confidentiality protections for participants. A dedicated program fund will be established in the state treasury to support these services, and contractors are prohibited from being required to compromise their religious freedoms or conscientious objections while participating in the program.
