This bill amends the Firearm Owners Identification Card Act to modify the Firearm Transfer Inquiry Program by increasing the fee that the Illinois State Police can charge for firearm transfer inquiries from $2 to $10. The bill allows the Illinois State Police to collect up to $10 per inquiry, plus any processing fees specifically limited to charges from the State Treasurer for using an electronic online payment system. Of each fee collected, $4 will be deposited into the State Police Firearm Enforcement Fund. The bill maintains the existing requirements for the Illinois State Police to conduct background checks for firearm transfers, including searching criminal history records and mental health files to determine if a potential transferee is disqualified from obtaining or possessing a firearm. The bill also preserves the existing 30-day validity period for firearm transfer approvals and continues the state's role as the point of contact for the National Instant Criminal Background Check System.
