This bill establishes a new distinctive license plate design for Prisoners of War (POW) and Missing in Action (MIA) veterans in New York state, allowing residents to request these special plates for an additional $25 annual service charge. The bill creates a POW-MIA awareness fund, which will receive the excess funds from the license plate fees beyond the first $6,000, to support public education and awareness campaigns conducted by Rolling Thunder New York chapters. These campaigns and veteran services must be approved by the New York State Division of Veterans' Services. Before the plates can be produced, the Department of Motor Vehicles must either receive at least 200 pre-orders with associated fees or obtain a $6,000 surety bond from an authorized surety company. The bill provides that any excess funds from the license plate fees will be used to support POW-MIA awareness efforts, with the state director of veterans' services having oversight of fund expenditures. The act will take effect 180 days after becoming law, with some provisions taking effect immediately to allow for preparatory regulatory work.
