This bill amends the Illinois Procurement Code to create a new policy promoting economic development for veteran-owned small businesses in state procurement processes. The legislation allows each chief procurement officer to designate a fair proportion of construction, supply, and service contracts specifically for veteran-owned small businesses in Illinois. A veteran-owned small business is defined as either a qualified service-disabled veteran-owned small business or a qualified veteran-owned small business. When contracts are set aside for these businesses, only bids from qualified veteran-owned small businesses will be considered, and advertisements must specify the set-aside designation. The purchasing agency retains the right to withdraw the set-aside designation if deemed in the state's best interest. Additionally, each chief procurement officer is required to submit an annual report to the General Assembly by November 1st, detailing the number of veteran-owned small businesses that submitted bids, the number of set-aside contracts awarded to such businesses, and the total value of those contracts. The overall goal is to increase opportunities for veteran-owned small businesses in state procurement and promote their economic development.
