AI Summary

This bill amends the Illinois Election Code to improve voting access for voters with print disabilities. It establishes a new certified remote accessible vote by mail system that will be implemented in two phases: a temporary system through the 2026 general election, and a more comprehensive system for elections after 2026. Under the new provisions, voters with print disabilities who are on the permanent vote by mail list will automatically receive accessible vote by mail ballots. For elections after 2026, the State Board of Elections must provide an electronic system that allows voters with print disabilities to receive, mark, verify, and return ballots electronically using assistive technology. The bill also requires that all electronic documents and web pages used in this system comply with Web Content Accessibility Guidelines 2.1 Level AA standards, ensuring that the voting process is fully accessible. Additionally, the bill mandates that voters with print disabilities can electronically authenticate their ballots independently and provides a method for them to designate their disability status on vote by mail applications. These changes aim to make voting more accessible and independent for individuals with visual, physical, or cognitive disabilities that affect their ability to read or mark traditional paper ballots.
