This bill amends Idaho law to update the process for fiscal impact statements and filing deadlines for initiative petitions. Specifically, it requires the Division of Financial Management to prepare an initial fiscal impact statement within 20 working days of receiving an initiative petition and, no later than July 20 of the election year, file a final updated fiscal impact statement with the most accurate and current information about the proposed law's financial implications. The bill also adjusts filing deadlines for arguments and rebuttal arguments related to initiative petitions, extending the deadline for submitting arguments to July 31 and the deadline for rebuttal arguments to August 10. The fiscal impact statement must be written in clear language, describe projected revenue changes and expenditures, and include both a summary (not exceeding 100 words) and a more detailed explanation with underlying assumptions. Signature gatherers must now offer the fiscal impact statement summary to potential signers before they sign the petition. The changes aim to provide voters with more transparent and timely financial information about proposed initiatives. The bill will go into effect on July 1, 2025, and is being declared an emergency measure.
