This bill provides a permanent exemption for postsecondary educational institutions from certain public building firearm restrictions under the Personal and Family Protection Act. Specifically, the bill modifies existing law to permanently exclude postsecondary educational institutions (as defined in K.S.A. 74-3201b) from the requirements that govern carrying concealed handguns in state and municipal buildings. Previously, these institutions had a temporary exemption that was set to expire on July 1, 2017, but this bill removes that time limitation, effectively making the exemption permanent. The bill amends Kansas Statute 75-7c20 to add postsecondary educational institutions to the list of entities that are not subject to the standard concealed carry regulations for public buildings. This means that postsecondary educational institutions can continue to maintain their own policies regarding firearms on campus without being required to implement the security measures outlined in the existing law, such as metal detectors or armed personnel at entrances. The bill was enacted by the Kansas Legislature and will take effect upon publication in the Kansas register.
