This bill amends the Illinois Vehicle Code to expand the applicability of automated speed enforcement systems in safety zones. Automated speed enforcement systems are photographic or electronic devices installed in safety zones near schools and parks that record vehicle speeds and capture images of vehicles violating speed limits. The systems can only operate during specific times related to school and park hours, and they issue civil penalties to vehicle owners for speeding: $50 for speeds 6-10 miles over the limit, and $100 for speeds more than 10 miles over the limit. The bill requires municipalities using these systems to conduct periodic statistical analyses of the system's safety impact, publish the locations of safety zones with such systems, and ensure that compensation for the systems is not based on the number of citations issued. The legislation aims to improve traffic safety around schools and parks while providing transparency and accountability in the use of automated speed enforcement technology.
