This bill revises provisions related to corrective room restriction (CRR) for children detained in juvenile facilities. Corrective room restriction is defined as confining a child to their room as a disciplinary or protective measure, which can include administrative seclusion or room confinement. The bill requires that when a child is placed in CRR for more than 24 hours, a staff member must conduct a review of the child's status at least every 24 hours. Importantly, this review must now include an assessment of whether the child needs a mental health screening, evaluation, or treatment. The bill maintains existing provisions that CRR can only be used after less restrictive options are exhausted and must be for specific purposes such as modifying negative behavior, holding the child accountable for rule violations, or ensuring safety. The legislation also mandates that facilities document CRR actions, conduct safety checks every 10 minutes, provide exercise opportunities, ensure access to meals and services, and report monthly on CRR usage to the Juvenile Justice Programs Office. These changes aim to improve oversight and care for children subjected to room restriction in detention facilities.
