This bill amends the Illinois Criminal Justice Information Act to expand the powers and duties of the Illinois Criminal Justice Information Authority (the Authority). Specifically, the bill authorizes the Authority to use external entities and enter into agreements up to 2 years long to help evaluate grant applications and monitor grant compliance. The Authority is now empowered to make grants to a wide range of organizations, including community-based organizations, local government agencies, non-profit organizations, and other eligible entities. These grants can support various criminal justice and public safety programs such as violence prevention and intervention, reentry services for formerly incarcerated individuals, youth development and mentorship, economic development, and civil legal aid. The bill also gives the Authority the ability to adopt rules necessary to carry out its responsibilities. This expansion of powers aims to provide the Authority with more flexibility in addressing criminal justice challenges and supporting community-based initiatives across Illinois. The changes are designed to enhance the Authority's capacity to develop comprehensive strategies for improving law enforcement, criminal justice systems, and community safety.
