The provisional certification will remain valid until the director provides a final determination approving or denying the certification. If denied, the applicant will receive a written explanation of the reasons for denial and retains the right to request a hearing before an independent hearing officer. The bill aims to streamline the MWBE certification process and ensure applicants are not left in limbo due to administrative delays.
