This bill modifies Tennessee's motor vehicle dealer licensing regulations to create a specific exemption for nonprofit religious organizations. Under the proposed change, a nonprofit religious organization can obtain a motor vehicle dealer license without having a traditional physical business location, provided it meets three specific criteria: (1) the organization is incorporated in Tennessee, (2) its incorporation or authority certificate is in good standing with the state secretary of state, and (3) the organization has an established program that involves receiving vehicle donations and providing free vehicle repairs to individuals who demonstrate a need for transportation or vehicle services as part of their effort to become self-sufficient in the workforce. This targeted exemption would allow such religious nonprofits to more easily facilitate vehicle donation and repair programs that support workforce development, even if they do not operate from a conventional dealership premises. The bill would take effect immediately upon becoming law, as determined by the Tennessee General Assembly.
