This bill extends the scope and duration of limited permits for medical practitioners who are not yet fully licensed in New York. Currently, limited permits allow certain eligible foreign physicians or physicians who have not yet completed all licensing requirements to practice medicine, but only in specific settings like hospitals. The bill expands these settings to include private offices, urgent care clinics, prisons, schools, and universities. Additionally, the bill increases the duration of a limited permit from two to three years and allows for renewal every three years at the department's discretion. Eligible individuals for these limited permits include: (1) those who meet all licensing requirements except examination and citizenship, (2) foreign physicians who have passed specific medical examinations, and (3) foreign physicians or interns in the United States on non-immigration visas for medical study. The bill requires that these practitioners still practice under the supervision of a licensed physician. The changes aim to provide more flexibility for medical practitioners who are in the process of obtaining full licensure while ensuring patient safety through supervised practice. The bill will take effect 90 days after becoming law.
