AN ACT to amend the environmental conservation law, in relation to the general civil penalty

This bill amends the Environmental Conservation Law to expand the penalties for violations of environmental regulations. Specifically, the bill increases the enforcement options for regulatory agencies when individuals or entities violate environmental rules, permits, or orders. Under the proposed changes, in addition to existing civil penalties of up to $1,000 per violation and an additional $1,000 for each day a violation continues, regulators can now also take additional actions such as enjoining (legally preventing) the continued violation, revoking or suspending the violator's permits or certificates, and denying pending permit or certificate renewal applications.
