This bill amends the Human Trafficking Recognition Training Act to expand its scope from lodging establishments to include restaurants and truck stops, and to create a broader requirement for employers to train employees on recognizing human trafficking. The bill defines human trafficking as the deprivation of an individual's personal liberty through fraud, coercion, or threat with the intent to obtain forced labor, commercial sex, or exploitation. It mandates that employers provide employees with a minimum 20-minute training within 6 months of hiring and every 2 years thereafter, covering topics such as defining human trafficking, identifying at-risk individuals, understanding labor and sex trafficking, and guidance on reporting trafficking instances. The Department of Human Services is tasked with developing a comprehensive training curriculum by October 1, 2026, and is empowered to enforce compliance. Starting October 1, 2026, employers who fail to comply after receiving a notice of noncompliance may be subject to civil action and fined up to $1,500 for each offense. The bill broadens the original law's focus from specifically lodging establishments to a wider range of businesses, aiming to increase awareness and potential intervention in human trafficking situations across different industries.
