This bill establishes the Conservatorship Management Task Force, a nine-member group composed of state agency commissioners or their designees and four public members appointed by the governor, including a judiciary member, representatives from the Conservatorship Association of Tennessee, the Tennessee State Court Clerks Association, and the Tennessee Center for Decision-Making Support. The task force members will serve staggered three-year terms, with a maximum of two consecutive terms, and will not receive compensation. The task force's primary purpose is to comprehensively review and improve Tennessee's conservatorship system, including examining resource allocation, education requirements, information tracking, fraud detection, public guardianship programs, and potential oversight mechanisms. The task force is required to meet quarterly and submit annual reports to the Department of Disability and Aging and the Administrative Office of the Courts by December 31, 2025, and each year thereafter. The bill ensures that all privacy laws, including HIPAA (Health Insurance Portability and Accountability Act), will be strictly followed when handling any potential health information. The act will take effect immediately for appointing task force members and fully implement on July 1, 2025.
