This bill adds public safety facilities to the list of allowable uses for local infrastructure financing projects across several existing Washington state laws. Specifically, the bill amends definitions in RCW chapters 39.89, 39.102, 39.104, and 39.114 to explicitly include "public safety facilities" as a type of infrastructure improvement or public improvement that can be funded through local infrastructure financing mechanisms. The bill defines "public safety facilities" as any facilities, structures, improvements, or equipment used to provide police, fire, emergency medical, or other public safety services. By making this change, local governments will have more flexibility in using tax increment financing and local infrastructure financing tools to develop and improve public safety infrastructure, such as police stations, fire stations, and emergency medical service facilities. The modifications are technical in nature, primarily updating existing statutory language to broaden the scope of potential public improvements that can be funded through these financing mechanisms.
