This bill establishes the Commission on Youth Sports, a new state-level body designed to improve and support youth sports programs across Illinois. The Commission will consist of 15 members, including state legislators, a Governor's Office representative, and experts in youth sports, development, and inclusive programming, such as nonprofit leaders, coaches, parents, and adaptive sports specialists. The Commission's primary purpose is to gather community feedback and make recommendations to the Governor, General Assembly, and Department of Human Services on creating equitable, safe, and sustainable youth sports access, promoting positive youth development, and expanding sports opportunities. Key objectives include supporting youth development workshops, connecting entities to generate sports program funding, promoting equitable participation, and encouraging inclusion of persons with disabilities and those from historically disadvantaged communities. Commission members will serve two-year terms, meet at least quarterly, and receive no compensation but may be reimbursed for expenses. The Commission is required to submit annual reports detailing its findings and recommendations, starting by December 31, 2025, and will remain in effect until December 31, 2028. The Department of Human Services will provide administrative support, with the option to designate a third party or delay implementation if unable to find appropriate support.
