This bill, by amending Tennessee Code Annotated Title 39, significantly increases the penalties for obstructing public passageways. Specifically, it elevates the offense of blocking highways, streets, sidewalks, railways, waterways, elevators, aisles, hallways, or any other area used for passage from a Class A misdemeanor to a Class E felony. Furthermore, if the obstruction is intentional and specifically targets a highway, street, or other route used by vehicles, the penalty is further increased to a Class D felony. These changes aim to address the seriousness of impeding public access and movement, with the new penalties taking effect on July 1, 2025.
