This bill establishes new accountability requirements for homeless housing grant programs administered by the Washington state department. Starting in December 2025, grantees and subgrantees receiving homeless housing grants must submit annual plans detailing their goals, including the number of people they expect to help out of homelessness and the anticipated cost per individual. The state auditor will conduct annual performance audits of these grant programs, examining how funds are spent, administrative costs, goal achievement, and compliance with program requirements. Grantees must provide detailed documentation, including receipts and data on individuals helped out of homelessness, with submissions required by June 2026 and every six months thereafter. The bill introduces consequences for non-compliance: organizations that fail to submit required plans, documentation, or are found to have misused funds will become ineligible for future grants. Grantees are also responsible for monitoring their subgrantees' compliance, and if any subgrantee fails to meet the requirements, the primary grantee will also be considered non-compliant. The state auditor will submit annual reports to legislative committees detailing audit findings and recommendations, with the ultimate goal of increasing transparency and effectiveness in homeless housing assistance programs.
