This bill clarifies the scope of practice for athletic trainers in Minnesota by comprehensively redefining their professional responsibilities and limitations. The bill expands the definition of "athletic training" to include eight key areas: prevention and wellness promotion, risk management, emergency care, examination and diagnosis of conditions within their expertise, therapeutic interventions and rehabilitation, clinical decision-making, healthcare administration, and maintaining professional responsibility. Athletic trainers must now work under the direction of a primary physician licensed in Minnesota and follow established evaluation and treatment protocols, which must be updated annually. The bill also explicitly outlines what athletic trainers cannot do, such as practicing medicine, chiropractic, physical therapy, or other licensed healthcare professions without appropriate credentials. Additionally, athletic trainers are required to refer patients to appropriate healthcare professionals if a medical condition is beyond their scope of practice and must modify or terminate treatment that is not beneficial to the patient. The bill removes previous definitions of "athlete" and "athletic injury" and clarifies provisions for out-of-state athletic trainers working temporarily in Minnesota for specific athletic events.
