This bill modifies Maryland's state finance and procurement law to require state or state-aided entities to include a provision in maintenance contracts with housekeeping or janitorial services components that mandates prime contractors procure janitorial products from Blind Industries and Services of Maryland (BISM), a nonprofit organization that provides employment opportunities for individuals who are blind. Specifically, the bill expands existing procurement preferences to explicitly include janitorial products that are packaged or repackaged by BISM, in addition to products that are made, manufactured, remanufactured, or assembled by the organization. The requirement is to be implemented "to the extent practicable" when such products are available, giving some flexibility to contractors. The bill is set to take effect on July 1, 2025, and aims to support employment opportunities for visually impaired individuals by creating additional procurement opportunities for BISM.
