This bill establishes restrictions on higher education institutions that have relationships with Confucius Institutes, Thousand Talents Program, or Chinese entities of concern by making them ineligible for Department of Homeland Security (DHS) funding. The bill defines a "Chinese entity of concern" as a Chinese university or college involved in various activities that could potentially threaten U.S. national security, such as military-civil fusion, supporting Chinese government security organizations, undermining U.S.-Taiwan relations, or engaging in activities like persecuting Uyghur Muslims or interfering with U.S. elections. Starting 12 months after the bill's enactment, institutions with such relationships will be ineligible for DHS funds unless they terminate those relationships. The Secretary of Homeland Security can grant one-year waivers on a case-by-case basis if the institution maintains robust safeguards to prevent unauthorized access to sensitive research and the relationship is determined to be in U.S. national security interests or does not pose a direct security risk. The bill requires DHS to provide technical assistance to institutions and submit annual reports to congressional committees detailing implementation of these restrictions, including information about institutions with such relationships that receive DHS funding.
