This bill amends the Omnibus Consolidated Rescissions and Appropriations Act of 1996 to expand the Moving to Work (MTW) demonstration program, which is a federal initiative that allows selected public housing agencies (PHAs) more flexibility in how they use housing assistance funds. Currently, the law limits the number of housing agencies that can participate in the program to 30. The bill would remove this cap and instead require at least 15 PHAs to be included in the MTW program. By doing so, the legislation aims to provide more public housing agencies with the opportunity to experiment with alternative approaches to delivering housing assistance, potentially improving efficiency, reducing costs, and better meeting the needs of low-income residents. The Deliver Housing Now Act of 2025 represents a modest but meaningful change to expand innovative housing policy approaches at the local level.
