This bill aims to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide more comprehensive disaster assistance for certain types of residential communities. The bill first adds definitions for residential common interest communities, condominiums, housing cooperatives, and manufactured housing communities to clarify the types of housing entities covered. It then modifies existing law to allow for debris removal from these communities when a state or local government determines the debris poses a threat to life, public health, safety, or economic recovery. Additionally, the bill expands disaster assistance to include repair of essential common elements in condominiums, manufactured housing communities, and housing cooperatives, such as roofs, exterior walls, heating and cooling equipment, elevators, stairwells, utility access, plumbing, and electricity. Individuals or households can receive assistance for their pro rata share of these common element repair costs, provided they can satisfactorily document these expenses. These new provisions will apply to major disasters or emergencies declared by the President on or after the date of the bill's enactment, offering more comprehensive support to community-based housing developments in the aftermath of disasters.
