This bill amends the State Officials and Employees Ethics Act to streamline ethics and harassment training requirements for state employees, officers, and members. Beginning in 2020, all state personnel must complete an annual harassment and discrimination prevention training program within 30 days of taking office or starting employment. The training must cover key topics including definitions and examples of sexual harassment, unlawful discrimination, and harassment; detailed reporting procedures; information about retaliation protections; and potential consequences for violations or false reports. The most significant new provision is that anyone who successfully completes the required training under this Act will be considered to have satisfied similar training requirements for employment in Illinois or for obtaining a state license, which explicitly includes (but is not limited to) training requirements outlined in the Illinois Human Rights Act. This change aims to reduce redundant training and simplify compliance for state employees and licensees by recognizing a single comprehensive training program as meeting multiple jurisdictional requirements.
