This bill provides funding for STAR (Sales Tax and Revenue) bond districts established before December 31, 2022, to replace lost food sales tax revenue. Starting July 15, 2025, the secretary of revenue will certify the amount of sales tax revenue that would have been generated if the state sales tax rate on food and food ingredients had remained at 6.5%. These certified amounts will be transferred monthly from the state general fund to a new STAR bonds food sales tax revenue replacement fund. The state treasurer will then distribute these funds to the appropriate city or county bond finance, debt service, or reserve fund. The bill specifies that these transfers will continue until the principal and interest costs of special obligation bonds issued prior to December 31, 2022, are satisfied. Additionally, the bill modifies the definition of "tax increment" in the STAR bonds financing act to include an amount equal to the state sales tax revenue from food sales for districts established before December 31, 2022, while excluding such revenue for districts established after that date. The purpose of this bill is to provide financial support to existing STAR bond districts that may have lost revenue due to changes in food sales tax rates.
