Bill Summary
AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an temporary basis, the Criminal Background Checks for the Protection of Children Act of 2004 to expand the definition of a covered child or youth services provider to include employees or volunteers of host employers participating in summer youth programs administered by the Department of Employment Services; and, to amend the Youth Employment Act of 1979 to authorize the Department of Employment Services to conduct background checks and motor vehicle record checks of employees or volunteers of a host employer or grantee with direct contact or unsupervised access to youth participating in youth employment programs.
AI Summary
This bill temporarily amends two existing District of Columbia laws to enhance youth workforce safety by expanding background check requirements for summer youth employment programs. Specifically, the bill modifies the definition of "covered child or youth services provider" to include employees or volunteers of host employers participating in youth employment programs who have direct contact with or unsupervised access to youth. The Department of Employment Services is now authorized to conduct criminal background checks and motor vehicle record checks for employees and volunteers of host employers or grantees involved in these programs. This change aims to provide an additional layer of protection for young participants by ensuring that individuals working closely with youth in employment programs undergo thorough screening. The bill is temporary, set to expire 225 days after taking effect, and will require approval by the Mayor and congressional review, which is standard for District of Columbia legislation.
