This bill establishes and confirms the existing common boundary line between Lincoln County and Catawba County as the official legal boundary, specifically using the line currently recognized for taxation purposes and reflected in the counties' geographic information systems (GIS) maps. The bill requires the North Carolina Geodetic Survey (NCGS) to conduct a formal survey and mapping of this boundary within 42 months, with Lincoln County covering the full cost of the survey. Any future county boundary surveys completed in 2024 that do not match the established boundary will not be considered binding. The legislation also stipulates that going forward, all documents and records related to residents and property will be filed in the county where the property is actually located according to the new boundary. Additionally, existing records filed prior to this act will remain valid even if they were originally recorded in the adjoining county. Importantly, the bill includes a liability release clause protecting Lincoln and Catawba Counties, their officials, employees, and agents from any legal action or damages related to establishing this boundary line. The act becomes effective immediately upon becoming law.
