This bill requires four-year colleges and universities in New York to report comprehensive admissions data to the state commissioner of education annually by July 1st. The reporting must include detailed information about different admission plans (early decision, early action, and general admission), such as application deadlines, acceptance rates, demographic breakdowns of applicants and admitted students, financial aid details, and student backgrounds. Specifically, institutions must provide data on the total number of applications, acceptance rates for each admission type, racial and ethnic composition of applicants and admitted students, percentage of students receiving federal Pell grants, average financial aid amounts, median and average income of admitted students, high school types attended by students, and a description of early decision commitment requirements. The commissioner is then required to publish this data on the department's website by September 1st in a user-friendly format with a drop-down menu for easy access. Institutions that willfully fail to comply may face a civil penalty of 10% of their state aid.
