This bill establishes the Beacon School Pilot Program in New York City public schools, designed to transform schools into community centers that address youth development, violence prevention, and community engagement. The Beacon model creates school-based centers that offer a wide range of activities and services for all ages, including recreational programs, social services, educational enrichment, and vocational activities, operating before and after school, in evenings, and on weekends. Each Beacon school will have a community advisory council composed of volunteer representatives who will help guide programming, assess community needs, and work to reduce youth gang and gun violence. The program aims to improve student achievement, create strong community partnerships, and provide comprehensive support for youth and families by leveraging resources from various organizations, including schools, community groups, local government, higher education institutions, and cultural organizations. The city of New York will provide annual funding for the program, which will be matched by state appropriations, with the ultimate goal of creating a supportive environment that addresses youth needs, reduces crime, and helps communities compete in the global economy. The program will officially take effect 365 days after becoming law.
