This bill modifies two sections of Arizona law related to career technical education districts (CTEDs) and postsecondary institutions. The bill primarily expands the ability of career technical education districts to enter into agreements with universities, in addition to existing provisions for agreements with community colleges. Specifically, a CTED can now partner with a university to offer courses or programs, but only if the local community college district is unable or unwilling to offer those courses within the next school year. To qualify for this partnership, the CTED must first notify the community college district in writing about the proposed courses by November 1st, and the community college must either decline to offer the courses or fail to respond within 30 days. The bill also updates related statutory language to include universities in various provisions about intergovernmental agreements, student funding calculations, and administrative procedures. Additionally, the bill gives the Arizona Board of Regents explicit authority to enter into agreements with career technical education districts if doing so serves the state's interests. These changes are intended to provide more flexible educational opportunities and pathways for students in career and technical education programs.
