This bill establishes educational oversight boards for Local Education Agencies (LEAs), which are local school districts, that meet at least four out of six specific criteria indicating underperformance, such as low student proficiency rates in math and English language arts, a high percentage of schools receiving low letter grades, significant chronic absenteeism (defined as missing 10% or more of school days), priority school designations, or documented financial mismanagement or leadership instability. If an LEA qualifies, an oversight board composed of nine members appointed by the governor, speaker of the house, and speaker of the senate will be established for a four-year term, with the power to oversee the LEA's budget, contracts, property, and charter school applications, and can even take direct action to improve performance, including terminating employees or hiring a new director of schools. The bill also creates a special fund to support the operations of these oversight boards.
