This bill requires the Tennessee Advisory Commission on Intergovernmental Relations (TACIR), a state research agency, to conduct a comprehensive study on sustainable transportation infrastructure funding by September 30, 2026. The study must identify critical long-term highway and bridge infrastructure needs, calculate the annual funding gap for maintenance and modernization, and review potential revenue sources such as road usage fees, rental car fees, transportation network company fees, retail delivery fees, commercial vehicle road usage charges, highway impact fees for heavy trucks, and dedicated state funds from vehicle and tire sales taxes. TACIR must estimate potential revenue from these sources, gather information about stakeholders who would be affected, and survey funding strategies used successfully by at least three other states. All state departments are required to assist TACIR in this study, which is intended to be conducted using existing resources. The commission will report its findings and recommendations, including potential legislation, to the chairs of the transportation committees in the Tennessee House and Senate, as well as the legislative librarian. The bill takes effect immediately upon becoming law.
