This bill establishes a new Vehicle Registration Services Expendable Special Revenue Fund to support motor vehicle registration services in smaller Utah counties (third through sixth class). The fund will receive a specific portion of vehicle registration fees and will provide financial support to counties in two main ways: first, by allocating $500,000 in one-time funding to establish division services in the county that currently provides the most motor vehicle registration services on behalf of the state division, and second, by providing ongoing funding to smaller counties based on their vehicle registration volume. Counties in the third through sixth class will be eligible for funding ranging from $3 to $5 per vehicle registered in the previous calendar year, with the specific amount depending on the county's classification. The funding distribution is set to begin in fiscal year 2027, and counties must use these funds exclusively for expenses related to providing vehicle registration services. If insufficient funds are available, the commission will proportionally reduce funding to each eligible county. The bill also makes corresponding amendments to existing registration fee statutes to support this new funding mechanism, and it will take effect on January 1, 2026.
