This bill establishes a new type of specialty license plate called "youth charity special plates" in Arizona. The bill requires a person or organization to pay a $32,000 implementation fee to the Arizona Department of Transportation (ADOT) by December 31, 2025, to create these plates. The plate's design must be approved by the department. When someone purchases these special plates, $25 will be collected: $8 goes to special plate administration fees and $17 is considered an annual donation. The donations will be deposited into a new youth charity special plate fund, which will annually allocate money to a qualifying 501(c)(3) nonprofit organization that meets specific criteria: the organization must be headquartered in Arizona, have a mission to help youth overcome adversity, and provide grants to programs and nonprofits. The first $32,000 in the fund will reimburse the entity that paid the initial implementation fee, and no more than 10% of the fund can be used for administrative costs. The bill also makes several technical amendments to existing statutes to incorporate these new special plates into Arizona's vehicle registration system.
